As strange fires terrorize Edo, samurai retainer Samon Orishita asks Gengo, the once legendary samurai firefighter, to rebuild a failing fire brigade.

Gengo and his deputy, Shinnosuke Torigoe, search for a demolition expert. They meet a famous sumo wrestler past his prime when a fire suddenly breaks out.

While scouting for a matoi bearer, Gengo meets Hikoya, a debt-ridden acrobat, and decides to recruit him after seeing his incredible agility.

Gengo tries to locate his old comrade and master "wind reader" but instead finds his son Seijuro, an aloof astronomer who scorns his father's past.

On a night of fierce winds, a fire erupts at a soba shop, and Gengo calls on a reluctant Seijuro, whose wind-reading guides a desperate rescue.
