Gang-banger Ray Trueblood (Jeff Fahey) is framed for the murder of a cop by Billy "Spider" Masters (Billy Drago), the leader of another gang. As the law closes in, Ray escapes, wounding Spider. Leaving behind his little brother, Donny (Chad Lowe), Ray hides out by joining the military. A decade later, he returns to his old neighborhood to take his brother away from the violence of the streets and a dead-end life.
