British cops are challenged to keep apace with the growing presence of an unusual crime mob -- one comprised of young criminals -- in London. Determined to make packs of money, the gang, led by an American, deals illegal substances on the streets, and its members are ruthless in their attempts to protect their designated turfs. To win the war on drugs, Scotland Yard recruits the fearless DEA agent John Harris (Harvey Keitel) to take them on.
