In this satire (based on a true story) that skewers police priorities, terrorists in a Texas topless bar brag about their plans to use planes as flying bombs. And if strippers trusted cops, one of the club's dancers might have prevented the Sept. 11 attacks that the CIA couldn't stop. This waggish film exposes the absurdity of a law enforcement system obsessed with the sex industry, a system that would rather investigate bombshells than bombers.
