A secret government program led by a military general (Martin Sheen) perfects a device that can control the weather, but something goes horribly wrong -- and deadly Hurricane Andrew is unleashed. After a hiatus, the top-secret program is revived, and meteorologist Ron Young (Luke Perry) has found a way to control the perilous weather's path. But when a new storm threatens to level Los Angeles, only Young can stop it.
