When former Navy SEAL Plato Smith's (Gary Busey) fishing business begins to fail, his desperation leads him to accept a mercenary assignment and rescue two escaped Cuban prisoners. With help from his ex-SEAL buddy Sam (Steven Bauer), Plato completes the mission but gets caught in a murderous web of espionage and deceit. In order to clear his good name, Plato must face off against a vicious international arms dealer.
