In this docudrama set in Nazi-occupied Rome, Germany's Lt. Col. Kappler (Richard Burton) orders the massacre of more than 300 innocent Italians as retribution for an attack on SS military police. Ordered by the pope to help Kappler round up a group of citizens for execution, Roman priest Pietro Antonelli (Marcello Mastroianni) must choose between defying the Catholic Church's decree and standing firm in his pacifist beliefs.
