In a future London, "Mad Dog Disease" is running rampant, and because of this dire predicament, Parliament has outlawed all canines. But recently released mental patient Rabbie Burns (Iain Fraser) has a hankering to get to the bottom of why all the dogs have gone berserk. Mysterious voices urge Rabbie to save the country within 36 hours. Mad dogs and Englishmen … indeed!
