The future of Olongapo City in the Philippines is uncertain, and tensions are running high as the U.S. Navy prepares to surrender its base there to local authorities. Three SEALS (John Haymes Newton, Corin Nemec and Alexis Arquette) are assigned to the changeover, but when one of them kills a local, they try to cover up the crime. Special Agent Danzig (Rae Dawn Chong), however, won't rest until justice is served in this action thriller.
