The Doctor faces the Gallifreyan High Council on charges of breaking several laws in this season-long saga, which saw the departures of Colin Baker as the Doctor and Nicola Bryant as Peri. Both the Doctor and the prosecuting Valeyard (Michael Jayston) present evidence of encounters with old foes the Master (Anthony Ainley) and Sil (Nabil Shaban) and new companion Mel (Bonnie Langford). But their footage also exposes the Council's corruption.
