It is the year 2003, fifteen years after a killer plague has wiped out an entire generation. Gangs of youth now control society, resisting any attempts at governmental reorganization. Two gangs, the Clippers and the DA's, have the city divided into their own separate turf, creating a new society resistant to plans to re-civilize the city. The immense Sunya Corporation is brought in to commence industrial operation, wreaking total chaos throughout.
